A Long Time Ago in Galaxy Far Far Away.... Well not really, but there was this Congressman from Utah named Merrill Cook, who was becoming very prominent in national politics.
The Democratic Party of Utah staged a coordinated effort to attend the Republican Caucuses and to vote for a candidate of lesser stature. The end result was that at Primary election the lesser candidate with crossovers from the Democratic Party was voted to run against the Democratic Party nominee. In the subsequent General election that followed in November, the lesser candidate was defeated. This is how Jim Matheson became one of then three Congressmen from Utah.
Since that time, the Republican Party of Utah has elected to have a closed caucus and a closed Primary.
