This was the scene Monday morning on 300 West Street between Birch and Maple. Workers from Condie Construction were busy off-loading 12-inch sewer pipe from a fork lift. The streets have been spray-painted with markings to direct excavation and installation workers. Observers can get some idea of the scope of the work ahead by looking at the manpower, machines and material going in on this first of seven phases. Total cost of the project is pegged at more than $19 million. One watcher noted that while the price tag is steep, the replacement of infrastructure will keep the city going. "And we're glad to be a part of it," replied one construction worker.
