Not in flood plain

The site for the new Helper Junior High is not in the flood plain.

I am an architect and was educated at the University of Utah.

A map that I secured from the Federal Emergency Management Association shows the flood areas. The site the school district has picked is far from the flood plain.

Who ever heard of a flood plain against the mountains?
