   Allen Rowley, Acting Forest Supervisor, is considering whether to
approve Liberty Pioneer Energy Source's proposed Surface Use Plan of
Operation (SUPO) to drill a gas exploration well called Skyline Unit
10-17 on Federal Oil and Gas Lease UTU-7800.  As part of the decision
to be made, consideration of whether or not additional conditions are
needed to protect other resources to be included in the approved SUPO.
 The proposed SUPO outlines plans to construct a 2.2 acre well pad,
reconstruct an approximate 310 foot segment of Forest Development Road
53180 to access the pad, and proposes reclamation depending on the
outcome of drilling and well testing.  The approved SUPO would be part
of an Application for Permit to Drill (APD) that would need to be
approved by Bureau of Land Management (BLM) Richfield Field Office. 
The location of the proposed well is approximately 31.4 miles
northwest of Huntington, Utah adjacent to Highway 31 near Huntington

	The public is invited to comment on the proposed action. This
decision is subject to appeal pursuant to Forest Service regulations
36 CFR 215.  Only those who submit timely comments during this comment
period will be accepted as potential appellants.  Comments can be
either oral or written in response to this project. Each individual or
representative from each organization, submitting comments must either
sign the comments or otherwise verify identity in order to attain
appeal eligibility.  Comments received, including names and addresses
of those who comment, will be considered part of the public record for
this project and will be available for public inspection. Comments
should include the information required pursuant to 36 CFR
215.6(a)(3), as published in the Federal Register on June 4, 2003.
