Amended Request for Proposals

    
The Carbon Water Conservancy District ("District") is soliciting
proposals from qualified attorneys for the appointment and position of
the District's attorney.

	The District assumes no responsibility for proposals received after
the designated date and time. Proposals received after the designated
date and time for receipt will not be accepted and will be returned
unopened. Proposals will not be accepted by facsimile or e-mail.

	Applicants must be in good standing with the Utah State Bar.  The
successful attorney will provide legal advice and services with regard
to state regulations relating to special districts, corresponding with
state and federal agencies, and other related matters.  The successful
attorney will be required to attend Board of Trustee meetings.  A
quarterly stipend plus hourly fee will be paid to the successful
attorney.  Submitted hourly rate must be inclusive of all office costs
and expenses.  Mileage and travel will be reimbursed at the standard
rate set by the Internal Revenue Service and Carbon County's per diem
rates.  A curriculum vitae indicating qualifications for the position,
together with the hourly rate proposed to be paid, must be mailed to

	All proposals must be post-marked and/or received no later than the
close of business on December 19, 2011.  Evaluation criteria will
include the qualifications, experience, integrity and reputation of
the attorney.  The District reserves the right to reject any and all
proposals, to waive any informality of any proposal, and to select the
proposal which in the opinion of the District will most effectively
provide the services needed.

	A final selection shall be made on or before December 30, 2011 by
Resolution adopted by a majority of the Board of Trustees of the
Carbon Water Conservancy District based upon the proposal made to the
District that has been determined to be the most advantageous to the
District, all factors considered. The Carbon Water Conservancy
District reserves the right to negotiate with any qualified proposer
before making its determination and appointment.
