Official Notice

 Under Title IV of the Surface Mining Control and Reclamation Act of
1977 (30 U.S.C. 1201 et seq.; SMCRA), the Denver Field Division of the
Office of Surface Mining Reclamation and Enforcement (OSM) gives
notice of the availability of a Finding of No Significant Impacts
(FONSI) addressing an environmental assessment (EA) for an abandoned
mine land reclamation project in Utah.

 This action covers the Maclean 3 mine fire abandoned coal mine
reclamation project.   The project is located on private land in
Spring Canyon about six miles west-northwest of Helper.  Specifically,
it is located in the southwest quarter of Section 7, Township 13
South, Range 9 East in Carbon County, with a short section of access
road crossing Section 12 of Township 13 South, Range 8 East.   OSM
funded the Utah Abandoned Mine Reclamation Program to extinguish the
fire by injecting cellular grout underground, installing fire monitors
into two drillholes; filling surface cracks and repairing other
surface damage, reclaiming access roads, and reclaiming old
