He was born in Sego Canyon on July 21, 1926 to Joseph Henry Dowd and Lena Mae Turner. When he was one year old, his family moved to Latuda.

He worked as a purchasing agent at the Hiawatha mine. In 1954, the family moved to Moab, where he managed the Sunset Motel. During the uranium boom, he opened Plateau Supply. Later, he was the purchasing agent for Rio Algom, where he worked until his retirement in 1988.

On Aug. 28, 1990, he married Marjorie Orr. They traveled a lot. However, Joe never forgot that Utah was his home. When returning from each trip, he would hum and whistle the whole way back.

Everyone enjoyed the delightful stories he told of his youth - those of his old buddies, the gang, his love of playing baseball and golf and hunting and fishing.
