An increase in the price of dog licenses will be considered, along with an increase in other services, at the Oct. 8 Wellington public hearing.
Wellington city officials considered several motions during the Sept. 24 council meeting. Most notably, they finalized their agreement to install a new cell tower and set a date for a public review of fee schedule increases for city residents. A public hearing to discuss the rate changes will be conducted on Oct. 8.
After six months working out contract details, Wellington officials signed a contract Wednesday night that will put a new Verizon cell tower near Middle Miller Creek and Ridge Road.
"The tower should not only help with reception here in Wellington, but will also assist outlying areas such as East Carbon and those commuting from Huntington to Price," said Wellington Councilmember Ed Chavez.
Chavez reported that survey work had already started at that site and that the tower could be complete in a months time.
"We are hoping to see it up within a month or two but it could take as long as a year, it really depends on the contractor," explained the Wellington councilmember.
Despite the benefit to many in the county, the tower will come at no cost to the city. In fact, Verizon has leased the property and therefore residents will see an increase in their tax base because of the communication company's expansion.
"I think this tower is going to be a big asset to the area," said Chavez. "There are so many dead spots in our area and this tower should alleviate many of those problems."
Upon closing the tower issue, the council moved on to proposed rate changes for many of the fees the city charges its residents for municipal services and property.
Councilmembers have been discussing the fee increases for more than a month attempting to find a middle ground between a fair price for their residents and a schedule that more closely matches the fees charged in other cities around the county.
The topic most discussed by councilmembers was the impending increase for the cost of cemetery lots within the city.
Officials plan to raise the rates to $350 for residents and $550 for non-residents. As the city is running low on space at their city cemetery as it is, the council imposed a moratorium on the purchase of plots until the new rates can be discussed and possibly ratified.
City officials did state however, that this moratorium would be lifted for city residents who have an immediate need for a plot.
Some other proposed rate increases include:
â¢Pavilion rental - $25 for residents, $45 for non-residents.
â¢Concession stand permits - $50 a day for residents, $75 a day for non-residents.
â¢Police and fire reports - $25 traffic accident, $10 plus 10 cents per sheet civil and criminal matters plus a $30 charge for photographs and a $5 charge for compact disc.
â¢Other rates up for discussion include, application fees, copies (which the city discussed asking residents to take elsewhere as the cost of large copy orders ties up staff for more time than the fee addresses), court fees, document research, dog licenses, facsimiles, fire inspections, rent of the multipurpose room, notary service, return check fees, utility fees and several others.

"We really want to be as fair was we can to our residents," said Councilmember Glen Wells. "They are the ones who provide us with our tax base and support. But we do have to get some of these fees to a rate closer to that of our neighboring cities."
