John Dougall believes that the best hope for our future and our families are the core conservative principles of fiscal discipline, limited government and a focus on performance and accountability. Utahns detest waste and corruption in government. They expect efficient and effective government, not rigid bureaucracies. If Utah wants to continue to be known as "the best managed state in America", the the State Auditor must embrace its responsibilities for the 21st century. The job of the state auditor is to be the constitutional watchdog for the taxpayers, ensuring tax dollars are spent legally and efficiently. 1. The State Auditor oversees the annual financial statement audits for state and local governments. 2. The State Auditor should proactively conduct compliance audits, which are designed to monitor whether government is complying with state and federal law. 3. The State Auditor should implement performance audits, measuring the efficiency and effectiveness of government programs. A well-functioning Office of State Auditor is a valuable resource for protecting taxpayers. With an MBA, and its associated finance and accounting background, Dougall gained his business experience working with high-tech start-ups. His experience gave him the skills necessary to work on the major financial and economic issues facing Utah over the past 10 years. As a member of the legislature he delivered tax relief, improved Utah's economic competitiveness, increased transparency, especially through the financial transparency website (transparent.utah.gov) and the public meeting notice website (pmn.utah.gov), worked to reform Medicaid, working to bring greater accountability and to curb its explosive cost growth defended energy development in Utah He chaired the House Revenue and Taxation standing committee, co-chaired the Health and Human Services budget subcommittee, and currently serve as the Vice Chair, Executive Appropriations. Dougall is a constant and consistent advocate for the taxpayer. He has worked tirelessly to help make Utah one of the best-managed states in the nation.
