PRWID Endorses Subdivision Plans
The board of directors of the Price River Water Improvement District met April 11 and gave approval for additional units at three subdivisions in the county.
Angelo Kiahtipes appeared before the board with plat drawings and requested that PRWID give formal approval for expanding all three subdivisions.
The first request was to expand the North Creek subdivision east of upper Miller Creek road in the 5700 South area.
The expansion would be phase three of the North Creek project and would almost double the current size of the subdivision.
In phase one and phase two, a total of 14 housing units were constructed. Phase three will add an additional 10 homes to the project.
The second request was to expand the South Meadows housing project by an additional 12 units. South Meadows is located in the 700 West and 2400 South area.
The third request was to expand the Circle K subdivision near 700 East and 2500 South by an additional 14 units.
The board discussed the proposals while Kiahtipes answered questions and presented engineer drawings and sketches.
Assistant PRWID manager Jeff Richens told the board that PRWID staff had already completed the required fire flow testing in all three areas and found the water pressure and flow rate to be acceptable.
Only the South Meadows project will be connected to the countywide sewer system.
The other two projects will be serviced by septic tank systems since PRWID sewer lines do not extend into either area.
After some discussion, the board approved all three project proposals.
The PRWID board will send a formal letter to Carbon County officials stating that the proposed subdivision expansions meet all requirements for water and sewer.
The county zoning and planning office along with the Carbon Commission will determine whether to grant final approval on the three projects.
In an unrelated matter, the board agreed to a negotiated warranty date with Sunrise Engineering regarding the county-wide winter stock-watering project.
Both parties agreed to accept April 15, 2007 as the end of the one-year warranty period for the project.
The board then discussed at length the draft of a pricing schedule for PRWID equipment and manpower.
PRWID staff explained that it is necessary to have such a pricing schedule so adequate compensation can be charged when district resources and manpower are utilized by other entities or utility companies.
The focus of the discussion quickly centered on the question of using district employees and equipment on any projects that are not the direct responsibility of PRWID.
Staff explained that in the past, district resources, manpower, and expertise have been used to assist with various sewer and water projects in the county.
PRWID has always billed the contractor or government entity for services.
It was also noted that some district-owned special equipment, like trench boxes and trench cover plates, have been rented out for short periods of time.
Board members Mike Dalpiaz and Richard Tatton were of the opinion that such practices should be stopped or severely curtailed.
After some discussion, PRWID manager Phil Palmer said that, if the board wanted to give new direction in the area in question, water improvement district staff would certainly comply.
In the end, the matter was tabled for further study and consideration.
Palmer then gave an overview of the Helper highway interchange project.
Palmer explained that the project has experienced several engineering changes and the cost of materials has increased dramatically in the three years since PRWID and UDOT signed an agreement to do the project.
The water improvement district manager expressed specific concerns about material purchases, labor reimbursement, and some of the engineering changes on the project.
After a lengthy discussion that included a brief explanation of the original agreement between the transportation department and the water district.
Dalpiaz suggested that the PRWID board members review the document.
"PRWID shouldn't get involved in construction," indicated Dalpiaz.
A motion was made and carried to the PRWID attorney Nick Sampinos to review the original agreement to see if the entire project can be turned over to UDOT.
Richens then gave the board members a quick overview of an aerial mapping program being carried out by the state of Utah.
The PRWID assistant manager expressed his opinion about the value of such an aerial map, and told the board that maps of the whole district service area could be made and purchased over a two-year period for about $27,000.
Richens suggested that PRWID attempt to partner with Carbon County or other local entities to help defray the costs.
The board discussed the project briefly, but no action was taken.
At the conclusion of the July 11 session, PRWID board members were reminded that the meeting originally scheduled for July 18 has been cancelled.
The next PRWID board meeting will be Aug. 1.
