Dean Armstrong and John Jones congratulate Helper Mayor Mike Dalpiaz following city government's swearing in ceremony last week. The former Helper mayor defeated a bid filed by Councilman Charles Buchanan at the 2005 polls and secured the opportunity to reoccupy the elected office.
