Woman takes on Katrina, forced to move

Kathy Bigham stands in the middle of Main Street on Tuesday morning trying to raise money for victims of Hurricane Katrina. Soon after this photo was taken, Bigham was told by a Price city patrolman that she couldn't raise money for victims this way because it is considered panhandling. Up to that point she had collected $21. Later, Bigham got in contact with Mayor Joe Piccolo and he is working with city officials to find a way that she can legally gather money for the cause.
