Legal Notice of Opportunity to Comment on a DSEIS Leasing and Underground Mining of Greens Hollow Federal Coal Lease Tract UTU-84102

    Legal Notice of Opportunity to Comment on a DSEIS
Leasing and Underground Mining of Greens Hollow Federal Coal Lease
Tract UTU-84102 

	The Fishlake and Manti-Lasal National Forests and BLM, Price Field
Office have prepared a Draft Supplemental Environmental Impact
Statement (DSEIS) for the Leasing and Underground Mining of the Greens
Hollow Federal Coal Lease Tract UTU-84102. The proposed Greens Hollow
tract encompasses approximately 6,175 acres and is located
approximately 10.5 air miles west of the town of Emery, Utah on the
Manti-La Sal and Fishlake National Forests. This analysis provides a
basis for the BLM to decide whether to offer the Greens Hollow Coal
Lease Tract for competitive leasing. The analysis also provides a
basis for the Forest Service to consent to leasing of the tract and
determine lease conditions necessary to provide for the protection of
non-coal resources. The surface and coal resources are both federally
managed: the Manti-La Sal and Fishlake National Forests manage all
surface resources, while the BLM manages all mineral resources. 

	How to Comment and Timeframe The public is invited to comment on the
DSEIS. The Environmental Protection Agency published a Notice of
Availability (NOA) for the DSEIS in the Federal Register on 3/14/2014.
Written, facsimile, hand-delivered, and electronic comments concerning
this action will be accepted for 45 days following that date. The
publication date of the NOA in the Federal Register is the exclusive
means for calculating the comment period for a proposed action
documented in a draft EIS. Those wishing to comment should not rely
upon dates or timeframe information provided by any other source.

	Written comments must be submitted to: Allen Rowley, Forest
Supervisor, Fishlake National Forest, 115 East 900 North, Richfield,
Utah 84701, Fax 435-896-9347.  The office business hours for those
submitting hand-delivered comments are 8:00 am-5:00 pm Monday through
Friday, excluding holidays. Electronic comments must be submitted in a
format such as an email message, pdf, plain text (.txt), rich text
format (.rtf), and Word (.doc or .docx) to
comments-intermtn-fishlake@fs.fed.us. Comments must have an
identifiable name attached or verification of identity will be
required. A scanned signature may serve as verification on electronic
comments.

	The decision to be made by the Forest Service for this proposed
project is subject to 36 CFR 218, Subparts A and B. Only those who
submit timely and specific written comments regarding the proposed
project during a public comment period established by the responsible
official are eligible to file an objection. This project was
originally scoped under the provisions of 36 CFR 215. Individuals or
organizations who submitted written comments in response to scoping
conducted under 36 CFR 215 will be considered to have standing to
object under 36 CFR 218, Subparts A and B. Those individuals or
organizations that did not provide written comments during scoping
must provide specific written comments (as defined in 36 CFR 218.2) on
the DSEIS in order to have standing to object.
