NOTICE OF PUBLIC MEETING

	Notice is hereby given that the Board of Commissioners and Municipal
Building Authority, Carbon County, State of Utah, will hold a Regular
Public Meeting in the Commission Room of the Courthouse Building, 120
East Main, Price, Utah, Commencing at 4:30 PM, on Wednesday February
19, 2014.

AGENDA

	1)	Convene as Municipal Building Authority of Carbon County.

	A.	A Public Hearing to receive input from the public with respect to 
		the issuance of Lease Revenue Bonds, in one or more Series and 
		the economic impact that the issuance of the bonds will have on 
		the private sector.  The bonds to be issued in the aggregate
principal 
		amount of not to exceed $7,500,000, issued for the purpose of 
		(i) financing in part, the costs of construction of County road 
		improvements, including the paving of the Nine Mile Canyon 
		Roadway from Soldier Creek Mine to the end of that roadway and 
		related improvements, and (ii) paying the costs of issuing the 
		bonds.

	B.	Discussion and/or action to consider a Resolution of the Municipal

		Building Authority of Carbon County, Utah, authorizing the 
		issuance and sale of its $6,500,000 Lease Revenue Bonds, Series 
		2014 for the construction of County road improvements, including 
		the paving of the Nine Mile Canyon Roadway from Soldier Creek 
		Mine to the end of that roadway and related improvements; 
		authorizing a Master Resolution, an Annual Appropriation Lease, 
		Ground Lease, Security Documents, and all other documents and 
		related matters.

	C.	Public Hearing to apply for funding from CIB for Class B & D Road 
		Easement Perfection.

	D.	Consideration and possible approval of contract documents and 
		forms for Nine Mile Canyon Paving Project, including Agreement 
		with Contractor, General and Supplementary Conditions, Payment 
		and Performance Bonds, Notice to Proceed, Notice of Award, and 
		Certificate of Substantial Completion.

	Adjourn as MBA -- Convene as Carbon County Board of 
	Commissioners

	2)	Discussion and/or action to consider a Resolution authorizing the 
		issuance and sale by the Municipal Building Authority of Carbon 
		County, Utah of its $6,500,000 Lease Revenue Bonds, Series 2014 
		for the construction of County road improvements, including the 
		paving of the Nine Mile Canyon Roadway from Soldier Creek Mine 
		to the end of that roadway and related improvements; authorizing 
		a Master Resolution, an Annual Appropriation Lease, Ground Lease, 
		Security Documents, and all other documents and related matters.

	3)	Approval of Minutes

	4)	Presentation of PILT payment -- Chris Wood, Utah Division of 
		Wildlife Resources

	5)	Watershed Plan -- Misty Christiansen, Price River Watershed 
		Conservation District

	6)	Property Tax Matter -- Pricilla Sprague

	7)	Review and possible approval of 2014 Agreement with Utah State 
		University for Extension Office - Ellen Serfustini

	8)	Consideration and possible approval of image use agreement with 
		Rockart for GIS mapping project.

	9)	Consideration and possible approval of Resolution 2014-01, 
		terminating in-lieu of payment benefits to County employees also 
		receiving health insurance benefits. 

	10)	Appointment of members to Carbon County Justice Court 
		Nominating Commission.

	11)	Approval for UDOT to use money set aside for EIS on Highway 10
		for design and improvements.

	12)	Review and approval of County Warrant Edit Reports.
