REQUEST FOR PROPOSALS

	The Board of Trustees of the Scofield Reservoir Special Service
District ("District") is requesting proposals for a consultant for
design service to upgrade the electrical systems that operate six
separate sewer systems in Carbon County, Utah. Five systems are
located around Scofield Reservoir. They are Foresters, Scofield West,
Campsite, Bolotas and Singleton's. The sixth system is in the town of
Clear Creek which is located 10 miles south of Scofield Reservoir. 

	The District expects to achieve the following outcomes through this
consultant solicitation:

• Consultant provides experience with and/or ideas for electrical

	improvements and detailed experience with permitting, design 
	and construction of similar projects, ideally of comparable size 
	and scope. 
•	Consultant demonstrates strong engineering support and the
ability 
	to execute the electrical design based on existing site conditions.
•	Documentation that consultant is fully compliant with all
applicable 
	Federal, State and Local laws and regulations including applicable 
	licensure and certification requirements.
•	Detailed scope statements and necessary drawings to direct a 
	contractor without incurring change order costs. 

	The minimum qualifications listed below are required for a 
	Consultant to be eligible to submit a RFP response:

•	Consultant must be a licensed electrician and/or engineer in
the 
	State of Utah. 
•	Consultant must have a valid business license. 
•	Consultant must be able to meet insurance requirements. 

SCOPE OF WORK
 
•	Provide professional electrical engineering services to design
the 
	upgrade of old electrical panel systems that operate six separate 
	but similar or identical sewer systems with current, up-to-date 
	and readily available parts and materials. By definition the
electrical 
	panel system is the panel box with all internal operating switches, 
	parts and emergency reporting system, all wiring to sewer pumps 
	and any necessary connections parts to the existing sewer pumps.  
•	Provide design drawings to direct contractor to build and
install 
	panel upgrades, make all necessary hookups and terminations 
	including design for an instrumentation technician/engineer to 
	program the alarms and auto dialer after panels are installed.
•	Provide estimates of what each of the six system upgrades
require 
	and cost separately and the estimate of cost for the entire project 
	as a whole.
•	Provide time estimated to complete evaluation and upgrades 
	separately.
•	Provide bidding assistance.  Project will be publicly bid.
•	Provide project administration and oversight.

	The District may open discussions with the apparent successful
Proposer, to negotiate costs and modifications to the proposal or the
contract, in order to align the proposal or contract to meet the
District's needs within the scope sought by the RFP. 

	The District will not be liable for any costs incurred by the
Proposer to prepare, submit and present any proposal.

	Proposers are advised that the District's ability to evaluate
proposals is dependent on the Proposer's submittal document, including
organization, level of detail, comprehensive material and readability.


	Prior to the submittal closing date and time, a Consultant may make
changes to its proposal, if initialed and dated by the Consultant.  No
changes are allowed after the closing date and time. 

	Proposers are responsible for errors and omissions in their
proposals.  No such error or omission shall diminish the Proposer's
obligations to the District.

	A submittal may be withdrawn by written request of the submitter,
prior to the closing date and time.  After the closing date and time,
the submittal may be withdrawn only with permission by the District. 
The District reserves the right to reject any or all proposals at any
time with no penalty.  The District also has the right to waive
immaterial defects and minor irregularities in any submitted proposal.

Performance/Labor/Material Bonds:  A labor and materials bond, plus a
performance bond shall be required, from an acceptable surety, in such
amounts and in such a form as the District finds reasonably necessary
to protect the public interest.

	This RFP and the Proposer's response, including all promises,
warranties, commitments, and representations made in the successful
proposal as accepted by the District, shall be binding and
incorporated by reference in the District's contract with the
Proposer.

	Proposals are due no later than 5:00 p.m. on December 4, 2013 and
sent to the Scofield Reservoir Special Service District c/o the Carbon
County Clerk/Auditor, 120 East Main Street, Price, Utah 84501. 
Proposals will be opened at a quarterly meeting of the Scofield
Reservoir Special Service District on December 11, 2013 beginning at
10:00 a.m. in the Carbon County Planning & Zoning Building located at
65 South 100 East, Price, Utah.  Please note on the outside of the
sealed envelope "Sealed Proposal for SRSSD Electrical Upgrade".  The
District is not responsible for proposals that are received late due
to delays in delivery by any source.  Faxed and emailed proposals are
