Opportunity to Comment on Dry Wash Reservoir Expansion and Pipeline

	The Forest Service, Manti-La Sal National Forest, Moab/Monticello
Ranger District, is preparing an Environmental Assessment for Dry Wash
Reservoir Expansion and Pipeline.  The Forest's proposed action is to
authorize San Juan Water Conservancy District to expand the existing
Dry Wash Reservoir from a current surface area of 14 acres to
approximately 27 acres by reconstructing the dam 18 ft. higher in
elevation, relocating the spillway,  realigning 2/3 mile of National
Forest System (NFS) Road 0095 around the perimeter of the new
reservoir, and authorize Blanding City to construct approximately 5000
feet of 12 inch HDPE pipeline on NFS land from the reservoir outlet to
their existing 12 inch main culinary water line.  The project is
located approximately 12 miles northwest of Blanding, Utah.

How to Comment and Timeframe
	Individuals and organizations wishing to be eligible to object must
meet the information requirements of 36 CFR 218 Subparts A and B.

	It is the responsibility of persons providing comments to submit them
by the close of the comment period. Only those who submit timely and
specific written comments regarding the proposed project during a
public comment period established by the responsible official are
eligible to file an objection under §218.  

	Written, facsimile, hand-delivered, and electronic comments
concerning this action will be accepted for 30 calendar days following
the publication of this notice in the Price Sun Advocate.  The
publication date in the newspaper of record is the exclusive means for
calculating the comment period for this analysis.  Those wishing to
comment should not rely upon dates or timeframe information provided
by any other source. The regulations prohibit extending the length of
the comment period.  

	The responsible official is Allen Rowley, Forest Supervisor.  Written
comments must be submitted to: Michael Diem, 432 East Center St., P.O.
Box 820, Monticello, UT 84535, fax (435) 587-2637.  The office
business hours of the Monticello Ranger District for those submitting
hand-delivered comments are: 8:00 am - 4:30 pm Monday through Friday,
excluding holidays. 

	Electronic comments must be submitted in a format such as an email
message, plain text (.txt), rich text format (.rtf), or Word (.doc) to  In cases
where no identifiable name is attached to a comment, a verification of
identity will be required for objection eligibility. If using an
