Stage is set for Helper's
new utility rates adopted
The long-awaited, long-planned reconstruction of Helper's underground utility systems is slated to begin next Monday. Meanwhile, the city council has already adopted a new rate structure for water and sewer service to fund some $12 million in long-term bonds.
Condie Construction has been moving equipment and material into town to prepare for the beginning of work in Area One. Excavation machines were parked at the foot of Birch Street, where the project will start. The Springville company is also distributing flyers throughout the neighborhood to advise people of where and when streets will be torn up.
Major financing for the city-wide rebuild of water, sewer and storm systems comes from the state's Permanent Community Impact Board. The CIB allocated about $7 million in an outright grant last year, with the remainder of the $19 million project as loans, half at no interest and half at low interest. To pay off the
