The Helper City Council has scheduled a special meeting Thursday to discuss and decide two major issues: awarding the bid for Phase One of the city's multimillion-dollar infrastructure renovation and choosing a new mayor.

The meeting will begin at 6 p.m. in the Helper Auditorium.

Condie Construction of Springville was the apparent low bidder in last week's opening, with a bid of $4.7 million. Area One is basically downtown Helper east of US-6 except for Main Street. Construction is slated to begin on April 1.

Bids on Area Four on the west side will be opened March 21.

The council has three candidates to choose from in the voting for a mayor to serve out the balance of the term: Kirk Mascaro, currently a council member who has been serving as mayor pro tempore since Dean Armstrong resigned Feb. 23;

Edward Chavez Jr., former chair of the county's Democratic Party; and

Walter Borla, retired Helper Postmaster who has been active in civic affairs for decades.
