Deer Creek - Upper Cottonwood Two Lease Modifications
to Federal Coal Leases UTU-06039 and UTU-88554

	On January 25, 2013 Allen Rowley, Acting Forest Supervisor of the
Manti-La Sal National Forest signed a Decision Notice and Finding of
No Significant Impact for the Deer Creek - Upper Cottonwood Two Lease
Modifications to Federal Coal Leases UTU-06039 and UTU-88554.  With
this decision the Forest Service (FS) will consent to the BLM adding
860 acres to Federal Coal Lease UTU-88554 and 320 acres to UTU-06039
to allow for mining additional unleased Federal coal reserves.  The FS
consent decision includes stipulations that will be required for the
protection of non-mineral resources in the specific lease modification
lands. The two lease modification areas are located in Sections 22,
23, 24, 25, 26, & 27 of Township 16 South Range 6 East SLB&M,
approximately 15 miles northwest of Orangeville in Emery County, Utah.
The modification areas are public land whose surface resources are
administered by the FS and whose coal estate is administered by the
BLM State and Price Field Offices.  The Environmental Assessment and
Decision Notice/Finding of No Significant Impact are available at FS
offices in Price, Utah at 599 West Price River Drive or Ferron, Utah
at 115 West Canyon Road or on the internet at
http://www.fs.usda.gov/projects/mantilasal/landmanagement/projects.

	A Legal Notice of Proposed Action was published in the Sun Advocate
and the Emery County Progress on 2/7/2012. At that time letters
notifying the public were also sent to 49 individuals or groups. 
Information on the project was also included in the Manti-La Sal's
Schedule of Proposed Action and the BLM's Electronic Notification
Bulletin Board.  Two comment letters were received in response to
scoping.  Advertisements of "Requests for Comments" on the proposed
project were also published in the Emery County Progress on 11/13/2012
and the Sun Advocate on 11/15/2012.  One comment was received.  Only
supportive comments were received by the close of the comment period
and therefore, this decision is not subject to appeal pursuant to 36
CFR 215.12.  Implementation may begin immediately.
