A Notice of Intent for the following project submitted in accordance
with Â§R307-401-1, Utah Administrative Code (UAC), has been received
for consideration by the Director:
Company Name: UtahAmerican Energy, Inc.
Location: West Ridge Mine - P.O. Box 1077, 794 "C"
Canyon Road, Price, UT, Carbon County
Project Description: Utah American Energy, Inc. (UEI) has requested
to modify its existing Approval Order, DAQE-055-99, for West Ridge
Mine to add equipment and to increase annual production of coal from
3,500,000 tons to 4,500,000 tons. The engines are natural gas-fired,
and they will provide rotational power to non-emergency electrical
The West Ridge Mine is an underground coal mine located approximately
five miles northwest of the city of Sunnyside in C Canyon in Carbon
County. Carbon County is an attainment area for all pollutants. The
source is subject to 40 CFR Part 60 Subpart Y (Standards of
Performance Coal Preparation and Processing Plants). It is subject to
New Source Performance Standards Part 60 Subparts A,Y and JJJJ,
National Emission Standards for Hazardous Air Pollutants Part 61
Subparts A and M, and Maximum Achievable Control Technology Part 63
Subparts A and ZZZZ.
The source is now subject to Title V as its annual Green House Gas
emissions exceed 100,000 tons per year. The source shall submit a
Title V application within 12 months from the date of this AO.
The potential emissions, in tons per year, will change as follows:
PM10 = +1.20 (which includes PM2.5), PM2.5 = +0.97, NOx = +23.81, CO =
+40.21, VOC = +0.17, SO2 = -0.25, HAP = +0.32, CO2(e) = +1,707,548.71
(previously unaccounted for).
The changes in emissions will result in the following, in tons per
year, potential to emit totals: PM10 = 6.50 (which includes PM2.5),
PM2.5 = 1.94, NOx = 26.68, CO = 41.26, VOC = 0.47, SO2 = 0.01, HAP =
0.62, CO2(e) = 1,707,548.71.
The completed engineering evaluation and air quality impact analysis
showed that the proposed project meets the requirements of federal air
quality regulations and the State air quality rules. The Director
intends to issue an Approval Order pending a 30-day public comment
period. The project proposal, estimate of the effect on local air
quality and draft Approval Order are available for public inspection
and comment at the Utah Division of Air Quality, 195 North 1950 West,
Salt Lake City, UT 84116. Written comments received by the Division
at this same address on or before January 19, 2013 will be considered
in making the final decision on the approval/disapproval of the
proposed project. Email comments will also be accepted at
firstname.lastname@example.org. If anyone so requests to the Director at the Division
in writing within 15 days of publication of this notice, a hearing
will be held in accordance with R307-401-7, UAC.
Under Section 19-1-301.5, a person who wishes to challenge a Permit
Order may only raise an issue or argument during an adjudicatory
proceeding that was raised during the public comment period and was
supported with sufficient information or documentation to enable the
director to fully consider the substance and significance of the
