Liberty Pioneer, Gas Exploration Well, Skyline Unit 10-17

	On October 16, 2012, Allen Rowley, Forest Supervisor, Manti- La Sal
National Forest  signed a Decision Memorandum approving the Surface
Use Plan of Operations (SUPO) for the Liberty Pioneer Energy Source,
Inc. Gas Exploration Well Skyline Unit 10-17 which is part of  an
approved Application for Permit to Drill (APD). The approved APD would
authorize Liberty Pioneer access to National Forest System lands for
the purpose of exploration drilling and exercising mineral rights
granted by Federal oil and gas lease UTU-78000. The proposed well site
is located within Sanpete County in the NW ¼  SE ¼ of Section
17, Township 14 South, Range 6 East, SLB&M.  The site is 31miles
northwest of Huntington, Utah off SR 31. The Decision Memorandum is
available at the Manti-La Sal National Forest Supervisor's Office, 599
West Price River Drive, Price, Utah 84501, 435-636 -3501, and also on
the internet at:
http://www.fs.usda.gov/projects/mantilasal/landmanagement/projects.
Letters requesting comments were sent to interested parties and Tribes
on February 8, 2012 during scoping of the project.  The project was
also listed in the Forest Service's Schedule of Proposed Actions
(SOPA). A Legal Notice of Proposed Action was published on May 15,
2012 in the Price Sun Advocate establishing a 30-day comment period. 
No substantive comments were received during the comment periods;
therefore this decision is not subject to appeal pursuant to 36 CFR
215.12.  Implementation may begin immediately.  

	This decision is subject to appeal by the proponent pursuant to 36
CFR 251.82. Appeals must meet the content requirements of 36 CFR
251.90. The notice of appeal, including reasons for the appeal and
attachments, must be postmarked or received by the Appeal Reviewing
Officer within 45 days of the date on the notice of this decision.  A
notice of appeal, including the reasons for appeal, must be filed with
the Regional Forester, Intermountain Region USFS, Federal Building,
324 25th Street, Ogden, Utah, 84401; or by fax to 801-625-5277; or by
email to: appeals-intermtn-regional-office@fs.fed.us.  Emailed appeals
must be submitted in pdf, rich text (rtf) or Word (.doc or .docx) and
must include the project name in the subject line. Appeals may also be
hand delivered to the above address, during regular business hours of
8:00 a.m. to 4:30 p.m. Monday through Friday. A copy of the notice of
appeal must be filed simultaneously with Allen Rowley, Acting Forest
Supervisor, Manti-La Sal National Forest, 599 West Price River Drive,
Price, Utah, 84501.
