Legal Notice 30-Day Comment Period Opportunity to Comment on Twelvemile Canyon Landslide Mitigation Project

    The Forest Service, Manti-La Sal National Forest, Sanpete Ranger
District has received a Special Use application from Sanpete Water
Conservancy District in collaboration with Mayfield and Gunnison
Irrigation Companies and is preparing an Environmental Assessment for
the Twelvemile Landslide Mitigation Project located in Township 19
South, Range 3 East, and Sections 35 and 36, and Township 20 South,
Range 3 East, and Sections 1, 2, 3, and 4.

	The proposed action includes:  construction of up to sixteen drainage
channels (using native material and geo-synthetic lining) totaling
approximately 4000 feet to prevent pooling of water on the Cooley
Creek landslide, installation of approximately 2500 feet of 8-12 inch
HDPE piping to prevent erosion and reduce ponding seepage above the
slide, planting of approximately 20,000 feet of willows to stabilize
the stream bank, and seeding of approximately 100 acres of the
landslide with an approved seed mixture. Channels and piping would be
constructed using a mini-excavator, with total ground-disturbing
activities covering less than five acres. The area will be accessed by
existing roads, ATV trails, and over-land travel. No roads will be
constructed as a result of the proposed action.   

	The Manti-La Sal National Forest would also like to consider any
issues or comments you have related to the proposed action. The
purpose of this comment period is to provide an opportunity for the
public to provide early and meaningful participation on a proposed
action prior to a decision being made by the Responsible Official. 
Those who provide substantive comments during this period are eligible
to appeal the decision pursuant to 36 CFR part 215 regulations.
Comments can be either oral or written in response to this project.
Each individual or representative from each organization, submitting
comments must either sign the comments or otherwise verify identity in
order to attain appeal eligibility. All comments will be subject to
disclosure under the Freedom of Information Act (FOIA). Comments
received, including names, addresses, telephone numbers, email
addresses and any other information that you include, will be
considered part of the public record for this project and will be
available for public inspection. 

	The Responsible Official is the Forest Supervisor.  Please send

submitted in MS Word (*.doc) or rich text format (*.rtf).  Oral
comments must be provided at the Responsible Official's office during
normal business hours. The official business hours for those
submitting hand delivered comments are 8:00 a.m. to 5:00 p.m.,
Monday-Friday, excluding federal holidays. 

	The opportunity to comment ends 30 days following the date of
publication of this legal notice in the Price Sun Advocate. The
publication date in the newspaper of record is the exclusive means for
calculating the comment period for this analysis.  Those wishing to
comment should not rely upon dates or timeframe information provided
by any other source.
It is the responsibility of persons providing comments to submit them
by the close of the comment period.  Only those who submit timely and
substantive comments will have eligibility to appeal the subsequent
decision under 36 CFR 215.

	Individuals and organizations wishing to be eligible to appeal must
meet the information requirements of 36 CFR 215.6, as published in the
Federal Register on June 4, 2003.
