Joe's froze, but not much snows

The scene from the middle of iced-over Joe's Valley Reservoir shows a forecast of what next season's water supply might be like: only a skiff of snow on the lake and not much more in the mountains. Snowpacks in this region are much below normal at 65 percent of average, only 48 last year's wet winter. Individual sites range from 41 percent at Seeley Creek Snotel to 102 percent of average at Donkey Reservoir Snotel. Precipitation during January was below average at 76 percent, bringing the seasonal accumulation (Oct-Jan) to 85 percent of normal. Soil moisture estimates in runoff producing areas are at 41percent of saturation in the upper 2 feet of soil, compared to 66 percent last year at this time. Forecast streamflows (April-July) range from 48 percent to 83 percent of average. Reservoir storage is at 77 percent of capacity. General runoff conditions are much below average while Surface Water Supply Indices are near average in the Price, Joe's Valley, Ferron Creek areas, and Moab area due to high reservoir storage.
