Notice Of Public Comment On Ecdc Permit Modification Request

 The Executive Secretary of the Utah Solid and Hazardous Waste Control
Board and the United States Environmental Protection Agency Region 8
(EPA) are seeking public comment on the request by East Carbon
Development Corporation (ECDC) to modify their existing solid waste
permit to allow disposal of PCB wastes.  ECDC is a commercial landfill
located 2 miles west of the City of East Carbon, Utah.  PCB wastes are
regulated as a special category of waste and requires both a permit
modification to their existing solid waste permit and permit approval
from the EPA. 
 
 	The permit application which specifies the construction of a
chemical waste landfill cell and operation to receive, manage and
dispose of PCB wastes has been reviewed by both the Utah Division of
Solid and Hazardous Waste and EPA.  The Executive Secretary and EPA
are soliciting comments on the permit application and the draft
permit. The public comment begins on Thursday, December 15, 2011 with
the publication of this notice and ends at 5:00 p.m. on January 17,
2012.
 
 	A public hearing has been scheduled at 6:00 p.m. on Wednesday,
December 21, 2011 at City Hall of East Carbon City, Utah.  City Hall
is located at 101 W. Geneva Dr., East Carbon City.  Representatives
for both the Utah Division of Solid and Hazardous Waste and the EPA
will participate at this public hearing.

and the draft permit are available on the Internet at
http://www.hazardouswaste.utah.gov/Public/PublicHearingsandCommentPeriods.htm.
 
 	Written comments will be accepted if received by 5:00 p.m. on
January 17, 2012 and should be submitted to the address below. 
Comments can be hand delivered to the Division address above and must
be received by 5:00 p.m. on January 17, 2012.
