A solitary sea gull is unperturbed by the rumble of heavy construction equipment at the county's new urban fishery near the fairgrounds race track. The pond covers 2.5 surface acres and runs 8 to 12 feet deep. It is part of a multiple-use irrigation project designed to provide water for the fairgrounds and downstream farms and lots. A smaller settling pond has already been completed. In all, Nelco Contractors has moved about 130,000 cubic yards of earth to shape the ponds, access roads and parking lot.
