Helper City's job number one on its water system improvement list will be to upgrade the fencing around its various springs.

The city will be going to the Community Impact Board in September to seek funding support for needed reconstruction of its aging system.

"We're asking them for dollars. Why would they give up dollars if our source isn't protected?," asked Mayor Dean Armstrong.

The city's engineering consultants have already completed a survey of Helper's underground pipes and the city is nearing the point of asking for requests for proposals on various projects.
