County approves bonds for 9 Mile, fairgrounds work

The County Commission has authorized two bond issues totalling more than $2.5 million for road improvements in Nine Mile Canyon and a wide-ranging list of improvements at the County Fairgrounds.

Convening first as the county's Municipal Building Authority, commissioners approved $1.25 million in bonds for the Nine Mile work and $1.312 million for the fairgrounds.

Acting then as the county commission, they finalized their action as building authority.

The work in the scenic canyon will involve road improvement projects along 32 miles of what is now dirt road.

Aimed at enhancing driver safety and reducing dust, the project involves grading, drainage and double chip seal. It is expected to take two years to complete all the work.

The total cost is set at about $20 million. Bill Barrett Corp., which is conducting extensive gas-field development in the area, has pledged $10 million. The Community Impact Board, as directed by the state legislature, is contributing $5 million. The balance comes from an earlier grant and loan from the CIB and an appropriation from the Recreation/Transportation Special Service District.

The county has had to pledge the airport building as collateral on the road project because the road will not generate revenue to pay off the bonds.

The $3 million fairgrounds project includes a new grandstand and concession area, restroom between the motocross track and skating pond, a complete renovation of the electrical system and a new 15,000 square foot maintenance and storage building.
