 A Notice of Intent for the following project submitted in accordance
with §R307-401-1, Utah Administrative Code (UAC), has been received
for consideration by the Executive Secretary, Utah Air Quality Board:

Company Name: Bill Barrett Corporation
Location: Bill Barrett Corporation: Interplanetary Compressor Station
- NESW, Sec. 13, T12S-R14E, remote location, Carbon County, UT, Carbon

Project Description: Bill Barrett Corporation (BBC) has requested to
modify DAQE-AN0132840004-09 to remove equipment at the Interplanetary
Compressor Station.  The Interplanetary Compressor Station is located
in a remote area of Carbon County, Utah.  BBC's Interplanetary
Compressor Station is classified as major source for NOx, VOC and CO
and requires a Title V permit.  The estimated emissions decrease from
the removal of equipment are as follows:  -2.16 Tons Per Year (TPY) of
PM10/PM2.5, -83.76 TPY of NOx, -24.76 of TPY CO, -5.46 TPY of VOC, and
-2.98 TPY of combined HAPs.  The resulting potential emissions from
the removal of equipment at the Interplanetary Compressor Station are
as follows:  9.30 TPY of PM10/PM2.5, 124.25 TPY of NOx, 169.31 of TPY
CO, 206.95 TPY of VOC, 18.11 TPY of combined HAPs and 88,928.47 TPY of

 The Interplanetary Compressor Station is located in an attainment
area for all criteria pollutants.  This site is subject to New Source
Performance Standards (NSPS) Subpart JJJJ and NESHAP Subpart ZZZZ. 
This source is classified as a major source due to the emissions of
124.25 TPY of NOx, 169.31 TPY of CO and 206.95 TPY of VOC.  This
source is a GHG minor source.  Title V does apply to this source.  The
Title V permit will be administratively amended to incorporate the
conditions of this enhanced Approval Order.

 The completed engineering evaluation and air quality impact analysis
showed that the proposed project meets the requirements of federal air
quality regulations and the State air quality rules.  The Executive
Secretary intends to issue an Approval Order pending a 30-day public
comment period.  The project proposal, estimate of the effect on local
air quality and draft Approval Order are available for public
inspection and comment at the Utah Division of Air Quality, 195 North
1950 West, Salt Lake City, UT 84116.  Written comments received by the
Division at this same address on or before May 7, 2011 will be
considered in making the final decision on the approval/disapproval of
the proposed project.  Email comments will also be accepted at If anyone so requests to the Executive Secretary
at the Division in writing within 15 days of publication of this
notice, a hearing will be held in accordance with R307-401-7, UAC.
