The Manti-La Sal National Forest is considering several new project
proposals and would like to consider your comments before making a
decision. We are analyzing proposals to complete a land exchange,
issue two new special use permits (SUP), amend two existing SUPs, and
renew ten expiring SUPs.

All of the expired permits are proposed to be reauthorized in order
to allow existing uses to continue. Each of the existing uses has been
in place for many years and no changes are proposed, so there would be
no additional ground disturbance as a result of reauthorizing these
permits. However, there would be ground disturbance with the newly
issued or amended special use permits. The following is a list of
proposed projects. For more details about each of the projects and to
see a map of their locations, go to
http://www.fd.fed.us/r4/mantilasal/projects/.

	1.	Crandall Canyon Land Exchange
	2.	Emery Town Water Pipeline SUP
	3.	Emery County Boardinghouse Ridge Comm Site SUP Amendment
	4.	PacifiCorp Electric Lake SUP Amendment
	5.	Emery Telcom Trail Mountain Mine Telephone Line SUP Renewal
	6.	PacifiCorp Des-Bee-Dove Mine Power Line SUP Renewal
	7.	PacifiCorp Resource Monitoring Sites SUP Renewal
	8.	University of Utah Seismograph Stations SUP Renewal
	9.	Utah Independent Baptist Camp (UTIBACA) Willow Creek Road
Underground Electrical Cable SUP
	10.	Mayfield Olsen Canyon Spring Development and Water Transmission
Line SUP Renewal
	11.	Sanpete County Horseshoe Electronic Site SUP Renewal
	12.	Spring City Municipal Corporation Water Transmission Pipeline SUP
Renewal
	13.	Utah Division of Wildlife Resources (DWR) Deep Lake Reservoir SUP
Renewal
	14.	Utah DWR Shingle Mill Reservoir SUP Renewal
	15.	Wasatch Academy SUP Renewal

If the proposed land exchange and other special use permits are
authorized as proposed, they would be implemented under the guidance
of the Manti-La Sal National Forest Land and Resource Management Plan
(1986). In order to make a decision about the proposed authorizations,
the Forest Service will consider issues and impacts to forest
resources. No extraordinary circumstances have been identified for any
of the proposed permits, therefore, I anticipate categorically
excluding each of these activities from documentation in an
Environmental Assessment (EA) or Environmental Impact Statement (EIS).

We would also like to consider any issues or concerns you have
related to the proposals. Please send us your comments by March 15,
2011. Written comments can be sent by mail to Nathan Lewis, USDA
Forest Service, 599 West Price River Drive, UT 84501, by FAX at (435)
637-4940, or by e-mail at ndlewis@fs.fed.us , and should include the
project name, your name, address, and telephone number. Comments
should also include specific facts or supporting reasons that you
believe should be considered by the Responsible Official in reaching a
decision.

All comments will be subject to disclosure under the Freedom of
Information Act (FOIA). Please be aware that if you comment, any
personal identifying information including your name, address, phone
number, e-mail address, and any other information that you include may
be made available for public inspection at any time. All submissions
from organizations and businesses or their representatives will be
available for public inspection in their entirety.

Thank you for your interest in the management of the Mani-La Sal
National Forest. We encourage and appreciate your participation in the
planning process for all of our projects.
