A Notice of Intent for the following project submitted in accordance
with R307-401-1, Utah Administrative Code (UAC), has been received for
consideration by the Executive Secretary, Utah Air Quality Board:

Company Name:	College of Eastern Utah

Location:		College of Eastern Utah: Central Heating Plant - 330 East
530 North, Price, UT, Carbon County

Project Description:   The College of Eastern Utah has requested a
modification to its Approval Order (DAQE-AN0102002-03) with the
addition of one 41 hp diesel-fueled emergency-power generator.  This
modification is necessitated by a compliance advisory based on a
compliance inspection.  The generator was installed in 1991. 

	Carbon County is an attainment area of the National Ambient Air
Quality Standards (NAAQS) for all pollutants.  New Source Performance
Standards (NSPS), Subpart Dc, and Maximum Achievable Control
Technology (MACT) regulations, subpart ZZZZ, apply to this source. 
Title V of the 1990 Clean Air Act applies to this source.

	The potential to emit totals will increase, in tons per year, PM10 +
0.004, PM2.5 + 0.004, NOx + 0.06, SO2 + 0.004, CO + 0.01, and VOC +
0.005.  The potential to emit totals, in tons per year:  PM10 = 0.60,
PM2.5 = 0.60, NOx = 18.80, SO2 = 1.98, CO = 38.02, and VOC = 1.37. 
PM2.5 emissions are a subset of PM10 emissions.

	The completed engineering evaluation and air quality impact analysis
showed that the proposed project meets the requirements of federal air
quality regulations and the State air quality rules.  The Executive
Secretary intends to issue an Approval Order pending a 30-day public
comment period.  The project proposal, estimate of the effect on local
air quality and draft Approval Order are available for public
inspection and comment at the Utah Division of Air Quality, 195 North
1950 West, Salt Lake City, UT 84116.  Written comments received by the
Division at this same address on or before November 25, 2010 will be
considered in making the final decision on the approval/disapproval of
the proposed project.  Email comments will also be accepted at
hmickelson@utah.gov.  If anyone so requests to the Executive Secretary
at the Division in writing within 15 days of publication of this
notice, a hearing will be held in accordance with R307-401-7, UAC.
