Public Notification For Over Excavation of Petroleum Impacted Soil
The Utah Department of Environmental Quality, Division of
Environmental Response and Remediation (DERR) plans to excavate
petroleum-contaminated soil at the Former Circle C Store facility. On
behalf of the DERR, Kleinfelder West, Inc. (Kleinfelder) will provide
on-site management and oversight of the selected contractor during all
The project will involve the excavation of petroleum-impacted soil
from an area approximating 2,900 square feet southeast of the former
Circle C Store building. Clean over-burden soil, about 820 cubic
yards, will be disposed at the Carbon County Landfill, while about
1,340 cubic yards of petroleum-impacted soil will be disposed at the
ECDC facility in East Carbon, Utah. The excavation is expected to be
approximately 20-feet deep. Chain-link fencing will be installed
around the perimeter of the work zone to control visitors and ensure
site safety. During excavation activities, any removed
petroleum-impacted groundwater will be pumped into holding tanks and,
if necessary, treated onsite to remove dissolved-phase hydrocarbons.
The treated groundwater will be discharged to the storm water system
upon meeting the acceptance criteria of an UPDES permit.
The excavated area will be backfilled with clean imported fill
material and the area restored with asphalt pavement. Access to the
subject building during the field event, will be through its main
entrance, with parking available along the buildings frontage and
northern parking lot.
The excavation, backfilling, and resurfacing operations are
anticipated to be completed within 20 business days. It is anticipated
that the work will begin August 2, 2010.
