Notice Inviting Bids For Transportation Of Waste Tires

Utah waste tire transporters or Utah registered waste tire recyclers
are invited to bid on the loading and transportation of waste tires
from the Carbon County Class IVb Landfill located at 2835 East Airport
Road, Price, Utah 84501 to a Utah registered tire recycler plant.

	Pursuant to UCA ' 19-6-811, bids must include all costs associated
with the removal from the pile and delivery to the recycler and
submitted in terms of cost per ton mile.  The maximum number of miles
for which reimbursement may be authorized is 120 miles one way,
between the waste tire pile and the State Capitol Building in Salt
Lake City.  If the chosen recycler is closer to the waste tire pile
than the distance between the pile and the Capitol, the closer
distance should be used in the tons per mile cost calculation. 
Reimbursements will be made on the lesser of the mileage to the
Capitol or the recycler.

	The bid package must also include:

	Documentation assuring acceptance of the waste tires by a Utah
registered recycler chosen by the bidding transporter.

	The scale at the Carbon County Class Ivb landfill must be used for
all loads.

	Bids must contain the expected date the removal will begin and be
completed.  All tires must be removed within 90 days following the
award of the bid.

	The winning bidder will provide information to the Executive
Secretary of the Solid and Hazardous Waste Control Board that meets
the requirements of UCA '19-6-811(6) and must clearly show the
quantity of the waste tires moved from the pile to the recycler.  The
transporter must include copies of all shipping and acceptance
documents associated with the receiving recycler for each load.  Any
loads submitted without all the required documentation will not be
authorized for transportation reimbursement by the Division of Solid
and Hazardous Waste.  The following documents and information must be
part of the package.

	All reimbursement requests must contain original numbered and dated
bills of lading showing empty and loaded weights, trailer numbers,
signatures of the on-site company representative and an on-site
employee of the landfill, the recycler that the load is to be shipped
to, the net weight of tires in the load (original numbered and dated
empty and loaded weight tickets must be included and weights shown on
the bill of lading), and the amount to be reimbursed.

	All reimbursement requests must contain original numbered and dated
empty and loaded weight tickets from the scale designated in the bid. 
Trailer numbers must be written on the scale tickets.

	All reimbursement requests must contain a list of the loads shipped
with trailer numbers and the dates received by the recycler and
certification of receipt of the loads from the recycler.

	All reimbursement requests must contain an explanation for
non-original documents, discrepancies, or other problems associated
with submittal.  The justification for all discrepancies must be
submitted in writing and accompany the transportation reimbursement

	All reimbursement requests will be compared to landfill records and
any load that is not shown on landfill records will not receive
reimbursement.  Reimbursement for transportation of waste tire from
the Carbon County Class Ivb Landfill tire pile will be as follows: 60%
from the Waste Tire Recycling Fund and 40% from Carbon County.

	Sealed bids will be accepted until 5:00 p.m. on Monday, June 14,
2010, at the Carbon County Courthouse at 120 East Main Street, Price,
Utah 84501 and opened at the regular scheduled meeting of the County
Commission on Wednesday, June 16, 2010, commencing at 4:30 p.m. 
Please indicate AWaste Tire Bid@ on the outside of the envelope in
red.  All bids will be submitted to the executive secretary of the
Utah Division of Solid and Hazardous Waste for approval.

	Carbon County is not responsible for bids that are received late due
to delays in delivery by any source.  Faxed bids are not accepted. 
Carbon County reserves the right to reject any and all bids, to waive
any informality of any bid and to select the bid which in the opinion
of the County provides the best product, warranty and service to the
